Chief Executive Officer,
Digital InfraCo, Singtel

Mr Bill Chang is the current Chairman of Bridge Alliance. He was appointed CEO, Digital InfraCo, Singtel’s new standalone infrastructure unit, on 1 June 2023. Prior to that, Bill was the CEO, Group Enterprise since 16 July 2012 and assumed the role of CEO, Regional Data Centre Business on 1 July 2022.

Bill joined Singtel in November 2005 as Executive Vice President of Corporate Business and subsequently became Managing Director, Business Group.

Bill is the Chairman of the Singapore Institute of Technology’s Board of Trustees and a board member of the Urban Redevelopment Authority of Singapore. He is also a member of the Australian Institute of Company Directors’ International Advisory Technology Governance and Innovations Panel. He co-chaired the Future Jobs and Skills Sub-committee of the Committee on the Future Economy of Singapore from 2016 to 2017.

For his contributions to Singapore, Bill was awarded the Public Service Star in 2017 and the Public Service Medal in 2007. He also received the Singapore Computer Society’s IT Leader of the Year award in 2017 and the honorary Fellow of the Society in 2014.

Bill graduated with a Bachelor of Engineering (Honours) in Electrical and Computer Systems Engineering from Monash University, Australia and attended the Harvard Business School’s Advanced Management Program.

Mr Sharat Sinha is the CEO of Airtel Business.

In this role, he spearheads the Airtel Business team in expanding its rapidly growing diverse portfolio of future-ready solutions that enable enterprises in driving their business growth.

Championing over three decades of global experience, Sharat leads Airtel Business to enhance its leadership of being the most preferred technology solutions partner for businesses with its cutting-edge solutions spanning secure connectivity, cloud and data centre services, cyber security, IoT, Ad Tech and cloud-based communications.

With successful experiences across Fortune 500 technology companies like Cisco, Palo Alto Networks, VMWare and Ericsson, Sharat joined Airtel from Check Point Software Technologies where he was President of the Asia-Pacific region.

Sharat holds a Doctorate in business management from the University of South Australia, a Postgraduate degree in Industrial and Management Engineering from the Indian Institute of Technology, Kanpur and a Bachelor’s degree in Electronics Engineering from IET, Lucknow.

Advanced Info Service Plc

Mr Pratthana Leelapanang is Chief Executive Officer of Advanced Info Service (AIS).

Pratthana worked as an engineer for six years (1996- 2002) and was responsible for planning GSM and NMT switching network infrastructure, and value added network infrastructure. In 2003, he moved on to the new role in marketing area as the Wireless Service Planning & Development Manager. After that, he was promoted to the Vice President Value Added Service Business and the Senior Vice President Digital Product & Service in 2008 and 2012 respectively. One year later, he was appointed as the Executive Vice President Marketing. He has been the Acting Chief Marketing Officer since 2016 and then the position changed to be Acting Chief Consumer Business Officer. Until October 2017, he got promoted to be Chief Consumer Business Officer. In July 2025 he was appointed Deputy CEO and Chief Operating Officer before his appointment as Chief Executive Officer from November 2025.

Pratthana graduated with a Bachelor Degree in Electrical Engineering from Kasetsart University. He received a Master of Science in Electrical Engineering and a Master of Science in System Science and Mathematics from Washington University in St. Louis, Missouri, USA.

Chief Executive Officer,
PCCW Global

Mr Frederick Chui was appointed as Chief Executive Officer of PCCW Global in 2024, taking on the role to drive the integrated global communication solutions business.

Mr Chui joined HKT in 1991 and has held various key positions in solutions design, product management, product development and marketing. He was the Senior Vice President of PCCW Global’s International Products and Solutions division, overseeing PCCW Global’s product management and development activities, as well as marketing and presales support activities around the world. In 2008, he was appointed head of Eastern Europe, Mediterranean, the Middle East, Africa and Oceania sales and business development operations. He also served as the Senior Vice President, Global Marketing and Sales and Senior Vice President, Global Data Sales and Presales in 2011 to 2018, and was the Chief Commercial Officer of PCCW Global from 2019.

Before joining HKT, Mr Chui engaged in product and solutions development for a number of telecoms operators serving the Asia-Pacific region. He holds a Bachelor of Engineering from The University of Nottingham and an Executive MBA from The Chinese University of Hong Kong.

In addition, his industry influence extends to board memberships, notably on the MEF (Metro Ethernet Forum) Board since 2018 and as a Board member of Bridge Alliance from October 2022. Locally, he served as a member of the Hong Kong Trade Development Council Information & Communications Technology (ICT) Services Advisory Committee from 2019 to 2023.

President and CEO,
Globe

Mr Carl Raymond R. Cruz is a seasoned leader with over 30 years of experience in the fast-moving consumer goods (FMCG) industry, particularly in general management and marketing. Mr Cruz is currently Globe’s President and Chief Executive Officer.

His extensive career includes serving as the CEO and Managing Director of Airtel Nigeria, one of the largest and most significant Airtel operations in Africa. Before this, he was the Managing Director of Unilever West Africa and MD/CEO of Unilever Nigeria, where he led operations in Nigeria, Ghana, and Francophone Africa. Mr. Cruz’s career at Unilever spanned 30 years across various countries, including the Philippines, India, Thailand, Sri Lanka, and West Africa, and he is recognized for his expertise in leading and transforming organizations in developing and emerging markets.

Mr Cruz holds a Bachelor of Science in Marketing Management from De La Salle University.

Chief Executive Officer,
Maxis

Mr. Goh Seow Eng (‘GSE’) is presently the Chief Executive Officer of Maxis Berhad, and a director of Maxis’ operating subsidiaries. Maxis is Malaysia’s leading converged solutions provider, providing high quality digital services and connectivity services.

Prior to Maxis, Mr Goh was the President and Chief Operating Officer of Advanced Info Service Plc (AIS) in Thailand. In his previous role with Singtel in Singapore, he served as Managing Director, Home, where he ran Singtel’s fibre broadband, pay-TV and fixed line businesses. Before joining Singtel in November 2010, he served as Chief Operating Officer, Consumer Group, at Astro Malaysia, Southeast Asia’s largest pay-TV operator. Prior to that, he headed various corporate and consumer banking units at Citibank in London, Kuala Lumpur, Taipei and Tokyo and led credit card marketing for Wells Fargo Bank in San Francisco.

Managing Director, Customer Solutions,
Optus

Mr Anthony Shiner joined Optus in October 2024 as Managing Director of Customer Solutions.

He has a deep breadth of experience in the telecommunications industry having worked for almost three decades in commercial, digital and transformation telco operations in Australia and overseas.

Anthony was most recently the Group Chief Commercial Officer of Airtel Africa based in Dubai and prior to that was Chief Customer, Channel & Digital Officer of Du Telecom.

He knows Optus and Singtel well, having held senior customer and commercial roles including as Chief Revenue Officer, Digital at Singtel and General Manager, Consumer Channels; General Manager, Optus Country and Vice President, Broadband, NBN, TV & Content for Optus.

Anthony holds a Bachelor of Sports Science (Exercise Science) from the University of New South Wales, Australia, Post-Graduate in Business Administration, MGSM, New South Wales, Australia and a Master of Science in Management from Stanford University, CA, USA.

Senior Vice President and Head of Corporate Development of AI CIC,
SK Telecom

Mr. Jaeshin (Jason) Lee is a Senior Vice President at SK Telecom and Head of Corporate Development of AI CIC (Company in Company) and is credited with leading SK Telecom’s investment in Anthropic, global top tier LLM provider.

He also led SK Telecom’s investment in Perplexity, the Google rival in AI search, and spearheaded its entry into the Korean market through a strategic marketing partnership, contributing to a significant improvement in AI literacy among SKT customers.

Jason first joined SK Telecom in 2001 and has played key roles in several major M&A and investments deals. Jason continued his work in SK Telecom Ventures (Silicon Valley) and managed various investment portfolios in the field of ICT, semiconductor and healthcare. From 2017 onwards, Jason focused on the entertainment and media industry, closing several deals including with P Nation (PSY’s music label company) and Makeus (Dingo music platform).

Jason’s background in finance and investments provided him with an early look into the industry growth of online media and esports. In 2019, Jason established global esports joint venture ‘T1 Entertainment & Sports (T1)’ with Comcast Spectacor. As a sitting board member of T1, Jason has led T1’s esports success beyond Korea as well as into new business ventures for T1. He also led the 3-way telecom joint venture between SK Telecom, Singtel and AIS to create ‘Storms’, a gaming community platform.

He leads SK Telecom’s AI strategy and investment initiatives, driving the growth of Data Center and Physical AI businesses in collaboration with government bodies and global technology partners to establish Korea as a premier AI infrastructure hub in Asia.

Jason is a Syracuse University Alumni with a BA degree in Management and MS degree in Accounting.

Taiwan Mobile

Jamie now serves as President at Taiwan Mobile and Chairman & Partner at AppWorks, the Greater Southeast Asia leading startup accelerator and venture capital firm founded by Jamie in 2009.

Taiwan Mobile and AppWorks formed a strategic alliance in January 2019, resulting in Jamie taking over as the President of Taiwan Mobile.

Before Taiwan Mobile and AppWorks, Jamie was an entrepreneur. In 1999, he co-founded Hotcool.com that eventually evolved into Intumit, a successful AI software-as-a-service company. In 2006, he co-founded Sosauce.com that evolved into Muse Games. He received his BS in Engineering from National Taiwan University and an MBA from NYU Stern. His blog, MR JAMIE, has provided inspiration to millions of readers in the startup community since 2009.

President Director,
Telkomsel

Mr. Nugroho (Nugi) was appointed as the President Director of Telkomsel on 8 December 2023. Previously, he served as the Director of Network at Telkomsel (2021-2023) and held various strategic positions, including Senior Vice President of Business IT Delivery Telkomsel (2019-2021), Vice President of IT Customer Care and Charging Group Telkomsel (2017-2019), and Vice President of IT Customer Care and Billing Solution and Management Group Telkomsel (2014-2017).

Nugroho pursued his education in Electrical Engineering at the Bandung Institute of Technology and later earned a Master’s degree in Information System Development from the University of Hertfordshire, England.

Chief Executive Officer

Loo Boon Chee was appointed CEO of Bridge Alliance on 1 April 2026, after serving as Senior Vice President of Roaming and Products since he joined the company in April 2020.

As CEO, Boon Chee is responsible for the overall strategy and operations of the Bridge Alliance in the 6G and AI era, driving the growth and influence of the company globally and delivering regional initiatives that enable its member operators to provide cross-border solutions for multi-national corporations.

A 30-year veteran of the telecommunications industry, Boon Chee previously oversaw roaming and product development at Bridge Alliance and expanded new business in these areas through a strong focus on innovation and collaboration with member operators and solutions providers. Under his watch, the company established its regional Communications Platform-as-a-Service platform and the Bridge Alliance API Exchange (BAEx).

Throughout his career, Boon Chee has held various management roles in Asian telcos, including companies within the Singtel Group where he spent over two decades in positions spanning product development, IoT, advanced communications digital services and regional businesses. He was based in Jakarta for work postings totalling five years.

Boon Chee earned a Bachelor of Electrical Engineering degree from Nanyang Technological University in 1993 and Master of Science (Management) degree from Stanford University in 2004.

Senior Vice President,
IoT & Enterprise Mobility Services

Mr. Selvakumar Rajasekaran is the Senior Vice President for IoT and Enterprise Mobility at Bridge Alliance.

Selvakumar has over 28 years of experience in the communications industry. Previously, he has served in business leadership roles at Maxis, Reliance Jio, Vodafone, and Cable&Wireless. Most recently, he has served as the Executive Vice President for Vi Business at Vodafone Idea Limited in India. He brings deep expertise in product lifecycle management, technology commercialisation, M&A integration, positioning organisations for long-term competitive advantage. He has a track record of scaling enterprise portfolios, commercialising next-gen technologies, and leading digital & transformation initiatives.

Selvakumar holds a Bachelor of Engineering in Electronics & Communications from PES Institute of Technology, Bangalore in India. He graduated with First-class honours and distinction and has completed executive programmes from Columbia Business School and Boston Consulting Group, Asia Pacific.

Director,
Procurement and Partnerships

As Director, Procurement and Partnerships, Kah Kheong is responsible for managing regional procurement strategies to drive cost efficiencies and generate synergies through group sourcing initiatives, leveraging on the scale and scope of Bridge Alliance’s member operators. In this role, he has to ensure that compliance procedures and protocols are maintained and implemented in line with our procurement policies and governance. Kah Kheong also oversees the development and management of business relationships and collaboration with Bridge Alliance partners.

Kah Kheong has over two decades of experience in telecommunication and group procurement across Asia-Pacific and Europe. His most recent work experience before joining Bridge Alliance was as Director for Radio Access Network Category in Telenor Procurement Company, where he managed a Global Radio Access Network team in Singapore and virtual category team across nine business units within the Telenor Group, including Group User Department. Before that, he had stints at Telenor’s Bangkok and Oslo operations as Head of Global Sourcing Category.

Kah Kheong has a Bachelor’s degree in civil engineering from the National University of Malaya. He has verbal fluency in Thai.

Vice President,
Technology Management and Operations

Antoine heads the technical team overseeing the implementation of Bridge Alliance’s regional projects and applications, which involves close coordination with alliance members, vendors, and partners. He and his team support all of the company’s focus areas, such as Roaming, Enterprise Mobility, CPaaS, Telco APIs, and IoT.

With more than three decades of experience in the telecommunications space, Antoine’s career spans various technical project management roles including in StarHub and CapGemini Telecom Asia.

Antoine graduated from the Institut National des Télécommunications (Telecom SudParis) with a MSc in Network and Parellelism in 1993 and a PMP member of PMI since 2010.

Director,
Legal and Corporate Counsel

Pablo joined Bridge Alliance in 2016 as Director, Legal and Company Secretary. Pablo has over 20 years of experience working initially as a general practitioner in the Philippines and as a Foreign Legal Consultant in the USA, before moving to Singapore as an in-house regional legal counsel handling cross-border transactional legal and compliance work for different companies in the technology sector.

Pablo also acts as the company’s Data Protection Officer. Prior to joining Bridge, Pablo worked as Director & Snr. Legal Counsel – Compliance, APAC for Ingram Micro.

Pablo obtained his Juris Doctor (JD) from the Ateneo de Manila University Law School. He is a member of the Integrated Bar of the Philippines as well as the New York State Bar, and is a Certified Compliance and Ethics Professional – International (“CCEP-I”).”

Director,
Human Resource & Administration

Joseph Choo is the Director of Human Resources & Administration at Bridge Alliance. He is responsible for the overall Human Resources Policy and implementation, which include sourcing & attracting talents with the right skillsets for Bridge, developing talents through training, career development and succession planning, benchmarking salaries to ensure Bridge’s compensation stay competitive and equitable, designing and managing the performance management system to attract, retain and reward staff, promoting an engaged work team culture and working with the Board on Senior Management appointments and bonus policy.

Joseph has more than 30 years of work experience in several management functions such as Human Resources, Organisation Development, Corporate Planning and Strategic Management in various industries.

Joseph graduated with a silver medal in the National University of Singapore Bachelor of Science (Honours) program and has a MBA from the University of Hull, United Kingdom.

Chief Financial Officer

Kris Lee joined Bridge Alliance in May 2008. As the Chief Financial Officer, she is in-charge of the company’s financial affairs including Financial Strategy and Management, Tax and Treasury Management.

Kris has more than 25 years of experience in finance roles. She has extensive expertise in accounting and financial management, management reporting, taxation, corporate governance, cost and cash management, financial planning in the Media/ICT industries. She has held roles as the Financial Controller at CNET Networks Asia Pacific, Finance Assistant Vice President at MediaCorp, and the Finance Manager at Singtel.

Kris graduated with an ACCA Qualification in Accounting and Finance and is a Certified Chartered Accountant.
